THE PRESIDENT: "… . I'm pleased to keep a promise, a promise of life and liberty made at our founding and fulfilled over the centuries in our laws. It is a story of expanding inclusion and protection for the ignored and the weak and the powerless. And now we extend the promise and protection to the most vulnerable members of our society.

Today I sign the Born Alive Infants Protection Act. This important legislation ensures that every infant born alive – including an infant who survives an abortion procedure - is considered a person under federal law. This reform was passed with the overwhelming support of both political parties, and it is about to become the law of the land.

I want to thank you all for coming. It's important that you're here, to send a signal that you're dedicated to the protection of human life. The issue of abortion divides Americans. …Yet today we stand on common ground. The Born Alive Infants Protection Act establishes a principle in American law and American conscience: there is no right to destroy a child who has been born alive. A child who is born has intrinsic worth and must have the full protection of our laws. Today, through sonograms and other technology, we can clearly see that unborn children are members of the human family, as well. They reflect our image, and they are created in God's own image.

The Born Alive Infants Protection Act is a step toward the day when every child is welcomed in life and protected in law. It is a step toward the day when the promises of the Declaration of Independence will apply to everyone, not just those with the voice and power to defend their rights. This law is a step toward the day when America fully becomes, in the words of Pope John Paul II, "a hospitable, a welcoming culture."

Our society has enough compassion, wealth and love to care for mothers and their children, and to see the promise and potential of every life. In protecting the vulnerable … the weak, the imperfect and the unwanted, you are affirming a culture of life.

I'm grateful for your perseverance on behalf of this noble cause. I want to thank you for your hard work. I appreciate your care for every member of the human family. … It's now my honor and pleasure to sign into law the Born Alive Infants Protection Act."


Abortion foes find good news on many fronts

Corporate scandals, a volatile Dow and the war on terror dominate the news these days, with skirmishes in the abortion wars relegated to inside pages and short sound bites. But we right-to-life supporters can take heart at recent developments.

Rates in the U.S. continue to decline, even after introduction of the abortion drug RU-486 (mifepristone), which fewer doctors than expected are prescribing. Abortion numbers have dropped every year from 1990-98, except for a slight increase in '96. Total of legal, induced abortions in '98, the latest year data are available, was 884,273, down 2% from the previous year. That equaled 264 per 1,000 live births, compared to 274 in '97, reports the Centers for Disease Control and Prevention. A slight majority, 50%, consider themselves pro-choice, as compared to 40% pro-life and 4% mixed/neither, a 7/00 Gallup poll showed.

But when it comes to setting limits, other recent polls reveal: 86% would make abortion illegal in the third trimester, 63% would ban partial-birth abortions, 86% would mandate pre-abortion counseling and 79% support a 24 hour waiting period. The American public is clearly uncomfortable with abortion on demand.

On July 24, the House passed the Partial-Birth abortion Ban Act which [then and still] stalled in the Senate. Rep. James Sensenbrenner, R-Wis. called this method of abortion, usually done late in the pregnancy, infanticide because "the difference between a legal partial-birth abortion and first degree murder is 3 inches. Three inches - the size of the head, which has not been delivered, where the scissors are inserted into the back of the baby's head and the brains are sucked out. This is what we want to ban. And this, I think, is supported by the vast majority of the American people."

congress twice passed a ban; President Bill Clinton vetoed both. Two years ago, the Supreme Court struck down Nebraska's law prohibiting the procedure saying it was too vague and excluded an exception for a woman's health. The new bill allows an exception to save the life of the mother.

Other good right-to-life news is an announcement by the Bush administration to withhold $34 million in family planning funds for the United Nations' Population Fund, which it claims go in part to China for coercive-abortion programs.

… House Republican leaders thought they had sealed a deal with Senate Democrats to pass bankruptcy legislation, until anti-abortion lawmakers, including Rep. Mike Pence, R-Ind., objected because they opposed the part that would prevent abortion protesters from using bankruptcy to avoid court-ordered fines.

While proposals such as the partial-birth abortion bill face long odds in the Senate, the lack of doctors willing to perform abortions has been a major factor in the declining rates, Kathryn Jean Lopez explained in a National Review Online article. Despite setbacks in the courts and Congress in recent years, this has given much-needed encouragement to pro-lifers. Only about 2,000 physicians now perform abortions in the United States, and more than half are over 50. Eighty-six percent of U.S. counties and a third of cities had no abortion providers in 1996, according to an Alan Guttmacher Institute survey.

To reverse this trend, abortion rights groups are pressuring hospitals to mandate abortion-technique training for ob-gyn residents. They convinced NY Mayor Michael Bloomberg to require such instruction in the city's 11 public hospitals beginning July 1. This could have a major impact, since one of every seven doctors in the U.S. serves a residency there. A narrowly written conscience clause allows those opposed to abortion to opt out of the training.

But perhaps this new requirement won't result in as many younger physicians performing more abortions as pro-choice advocates hope. Columnist Michelle Malkin has a reasonable explanation.

"The abortion forces blame political intimidation but maybe the abortionist shortage is occurring because a growing number of doctors have concluded that providing induced ‘therapeutic’ abortion is a fundamental violation of their professional creed."

Annual Abortions

1.6 million abortions in 1990 was the highest number reported in the United States. Abortion numbers are tracked by two agencies, i.e. the government’s Centers for Disease Control (CDC) and the Planned Parenthood affiliate, Alan Guttmacher Institute (AGI).

CDC’s numbers come from 52 central health agencies, NY City and the District of Columbia. AGI’s numbers come from surveys of abortionists. Despite different sources, their numbers track closely.

The numbers do seem to be declining, but they are still one million + annually. Ironically, most Americans oppose some abortions permitted under current law.

No one can go back and make a brand new start.
Anyone can start from now and make a new ending.

Lifesite News, 7/25/02 reported Gallup polls consistently show that between 51 and 54% of Americans think abortion should be "legal only under certain circumstances," 25 – 27% believe it should be "legal under any circumstances" and 18 to 22% hold it should be "illegal in all circumstances." The current abortion-on-demand does not reflect the beliefs of 75% of Americans.

European Union delays funding stem cell research

On 7/31/02, European Union (EU) president, Denmark, said the 15-nation bloc would not fund human embryo and stem cell research until the end of 2003. A Danish EU official told Reuters " a delay was likely due to sharp divisions over the issue of stem cells - the master cells that can develop into any type of human cellular material - even within member states and political parties."

In a 10/3/02 Population Research Institute report, Steven Mosher reported learning that EU funding to the UN Population Fund UNFPA has been delayed. This indicates the members discomfort about the United States State Department findings that "the UNFPA is helping China to ‘more effectively’ carry out its program of forced abortion, in violation of the Kemp-Kasten Amendment."

This represents a quick turn of events after the European Union’s 6/24/02 announcement. The EU office had, prematurely, announced that UNFPA funding would be increased by "32 million Euros" in aid "to replace," at least part, of the absent US funding.

The plug was actually pulled on using human embryos for stem cell research last month when Italy, Ireland, Germany and Austria had unresolved ethical concerns about the use of human cells as a cell source.

An EU spokesperson said a compromise was imminent which would allow existing projects to be funded but block funding for new cell research for at least a year.

Interestingly, embryonic stem cell research has not, to date, been responsible for curing the disease of a single patient. Stem cell research using stem cells from more ethical sources has helped many patients recover from numerous debilitating illnesses. Population Research Institute 10/2/02; Reuters Health; 9/27/02

Money for UNFPA withheld by US

The United Nations Population Fund, U.S. administration and U.S. elected officials were startled. The Bush administration will not pay $34 million, which had been expected, for U.N. family planning programs overseas. It was widely held that programs’ goals are population control, abortion tolerance and forced sterilizations in China.

Denial of money to the United Nations Population Fund had been long desired by pro-life advocates. The decision to withhold the $34 million had been successfully kept secret from even congressional allies. The money, already in the budget, may well go to the state Department’s Agency for International Development that has nothing to do with abortion.

Deal Hudson, editor of the Catholic magazine Crisis, praised Bush's move. "My information is that it's permanently withheld, and that's good news to people who think like I do," Hudson said. He continued: "The U.N. population fund is bad policy because it relies on population control rather than economic development to address problems of poverty; and the problem is not population, the problem is underdevelopment.'" British ‘barbaric’ bank plan

Some British medical researchers have proposed creating a "human cell bank." It would hold embryos created for medical experimentation to treat diseases like Parkinson’s and Alzheimer’s. Archbishop Mario Conti of Glasgow, Scotland, experienced in bioethics said the motivations were more about money than morals. He said:

"Human life is not a commodity; a baby is not a product; an embryo is not a cluster of exploittable cells…These embryos are human beings, whether implanted in the womb and carried to term, or reproduced and then destroyed in the laboratory. To create embryos or pressurecouples undergoing IVF (in vitro fertilization) treatment to donate them purely with intent to destroy them soon afterward, however well-intentioned, is morally repugnant."

Nuala Scarisbrick, British group, Life, spokesperson said "To create human beings with the deliberate intention of stripping them of their stem cells and killing them is barbaric. Human beings must never be treated as things –or like laboratory mice." Our Sunday Visitor; 9/22/02

Feminist MD attacks RU-486 in Australia

Dr. Germaine Greer, a feminist leader, spoke at an ob/gyn conference in Sydney. She told the audience that she had been asked to speak on behalf of obtaining increased access to the abortion pill, RU-486. She did otherwise in her keynote address.

"Of course we need access to amputation but we need even more to make sure that as few people are in a situation where they need amputations as possible." She continued, "Likewise abortion." She said she found it an "odd situation" where access to abortion was regarded as some sort of privilege. "These are violently active chemicals and they have violent reactions on the organism." She asked in what situation a woman would undergo such an assault. Austria Associated Press; 10/4/02


Sixth Annual Leo Holmsten Human Life Award Banquet

On Tuesday evening, September 17, 2002, more than 200 people were at Mario’s Via Abruzzi to recognize the 2002 Award recipient. Dr. William Morehouse’s co-workers, past and present, were joined by patients and numerous people from the community. Almost all present had personal experience with the power of Dr. Morehouse’s pro-life commitment.

The Leo Holmsten Human Life Committee, a committee of Rochester Area Right to Life Committee, Inc. Education Fund, was joined by 15 area pro-life groups in choosing Dr. Morehouse for this award. Co-sponsors were Brighton Residents against Violence (B.R.A.V.E.), Birthright of Rochester, Compasscare Pregnancy Services (CPS), Feminists for Life of New York (FFL), Greater Rochester Association of Evangelicals (G.R.A.E.) His Branches, Problem Pregnancy Help Center, Project Rachel, Pro-life Planning Committee, Roberts Wesleyan College, Roman Catholic Diocese of Rochester, St. Luke Medical Association, St. Thomas More Lawyers Guild, Salvation Army.

Award recipients are nominated and elected by the previous winners, LHHL committee members and a representative of each co-sponsoring group. The Award Criteria are that recipients emulate Dr. Holmste

Democratic controlled senate created inertia in Washington

Cloning

The House passed a bill banning human cloning by a 100 vote margin one year ago. The Brownback-Landrieu bill has been held by the Senate Judiciary Committee. Rep.Weldon, the ban’s House sponsor said "I think Sen. Daschle (Senate Majority Leader) is doing what he can to prevent its coming up.…if we don’t pass a bill this year, advocates of human cloning would take this as a green light."

Neither Senators Clinton nor Schumer have said they will support the ban. Nevertheless, contacting them to request supporting the ban, whenever brought up for a vote, is essential. Congress may be reconvened for a "lame duck" session after the election, before the start of the 2003-04 session.

Partial-Birth Abortion Ban

In the Senate, the bill banning this abortion procedure has also not been scheduled for a vote by Majority Leader Daschle. Senators Rick Santorum (R-PA) and Wayne Allard (R-CO) attempted but failed to have it brought up for a vote under the "unanimous consent" agreement. That requires 100% support for bringing a bill to the floor with no promise of how the Senators will individually vote. Voting against bringing it to the floor was Senator Diane Feinstein (D-CA).

No further action seems likely in the 2001-02 session.


Michigan Primary results’ discussion hits home

On 8/6/02, pro-abortion Rep. John Dingell defeated pro-abortion Rep. Lynn Rivers in a Democratic Primary for the state’s 15th District House seat. On 8/10/02, TV’s Capital Gang pundits referred to the race and compared the candidates on issues, e.g. the "partial-birth abortion ban." Referring to the ban, panelist Margaret Carlson said: "He (Dingell) is against it. What sane person isn’t?"

Four of our five area Representatives voted to ban partial birth abortion. Only Rep. Louise Slaughter supported partial-birth abortion by voting against banning it. Why did she vote that way? Only she knows.


Stem cell research supporters

Embryonic stem cell research has done nothing to cure the disease of even one patient. But for some scientists, only research with embryonic stem cells is desired. They are disappointed that they are finding no fiscal support for their research. They are also running out of embryonic stem cells for research usage.

Obtaining stem cell lines is a lengthy process. They object to the Bush policy of allowing usage of only existing cell lines, patent conflicts and lament the technical difficulties of keeping the "fragile cells" alive.

The American Bar Association (ABA) supports the use of embryonic stem cells. At their annual convention they passed a resolution opposing a ban on human cloning. The resolution supported "research involving cell nucleus transfer …" This replicates their position in support of abortion. Washington Post:9/26 & Wanderer: 8/29.

Stem cell research controversies

Increasingly more scientists are focusing on stem cells to find those possibly useful in treating numerous conditions, diseases and injuries.

Controversy comes in differences about cell sources.

The pro-life position is that taking stem cells from embryos, killing them in search of "cures," is unacceptable. Doubt also exists about the safety of using embryonic stem cells, e.g. rejection in humans and development of malignant tumors in laboratory animals.

Usage of embryonic stem cells has not resulted in any "cures" of illnesses or conditions to date.

Acceptable, and constantly showing positive results, is use of "adult" stem cells. Cells from umbilical cord blood of newborn infants and even patients’ own bone marrow does not kill the cell donors and has promise, e.g.

Ÿ Eliminating pain from bad circulation & preventing gangrene or amputation

Injection of patient’s own stem cells into leg muscles appears to create new blood vessels in a process is called "angiogenesis". People with pain caused by clogged arteries , unable to undergo surgery for relief are likely to be well served by this recent discovery. The Lancet; 8/4/02

Ÿ Curing sickle cell, a painful genetic blood disease

A now 16 year old boy made medical history as he was cured of sickle cell. The cure resulted from treatment with stem cells coming from an umbilical cord, heretofor considered "medical waste." The stem cells which were successfully used did not come from a human embryo.

Generally sickle cell has been treated by bone marrow transplants. These have not always been possible or successful as an exact match is required between donor and recipient. With stem cells from an umbilical cord, no matching is required. CBSNews, 11/28/01

Ÿ Stem cell transplants for leukemia patients

"Mini" stem cell transplants are now being explored. This involves use of donor’s cells to "identify" leukemia cells and attack them. Since the donor’s immune cells are fighting the leukemia cells, high dose chemotherapy and radiation are not needed. Bottom Line health; 11/02


All human cloning banned in Australia

In Canberra, Australia Parliament voted unanimously to ban all human cloning. The vote was on a human cloning ban that had earlier been included in more broad legislation to make legal, controversial research on human embryos. Both the vote to ban human cloning and splitting it from the issue of "research involving human embryos were applauded by pro-life forces."

The ban covers cloning of a human embryo for whatever purpose, including "therapeutic cloning," called "destructive cloning" by pro-lifers. That would allow cloning of an embryo solely to provide stem cells.

Prof. Alan Trounson, an enthusiast about embryonic research, has admitted misleading lawmakers and the public about hopeful research on rats. He mistakenly said the research had involved embryonic stem cells. After Trounson’s admission of "inaccurate representation," Prime Minister Howard told Parliament he was considering reviewing a May, 2002 decision to allocate 43.5 million Australian dollars ($24.6 million) to a new stem cell research center. Measuring baby’s brainwaves in utero

The BBC News; 9/6/02 in London, reported research done at the University of Arkansas. For one of the first times recorded, the electrical signals in an unborn child’s brain were measured. The testing showed that babies, before birth, can respond to a bright light shone through the mother’s abdomen. Magnetoencephalography (MEG) is the technique used.

This scanning system may "prevent or lessen brain defects caused by lack of nutrients from the placenta." The placenta, linking mother and baby’s blood, may be "starving the baby of the nutrients needed for proper brain development." Brain defects, e.g. cerebral palsy, may result from such nutritional deprivation.

Premature delivery of babies suspected of having "placental starving" may reduce the risk of brain damage at birth. But premature babies often encounter other risks. MEG results may sufficiently determine the baby’s brain activity level and thus provide information into the decision making about premature delivery.

The U.S. was targeted for destruction on September 11th in an attack aptly called "brilliantly evil." We mourn the thousands who died; thank God for the thousands who were spared.

We are envied for our freedoms, including the right to choose our leaders. Why would anyone not use that right, especially given the danger of losing it by not using it?

Democracy must not be taken for granted. It is too precious to be squandered.

Embryo Adoptions

Embryo stem cell research advocates want to use frozen embryos from fertility clinics as their main source of stem cells. Called "leftover," "surplus," "spare," "excess," these embryos were conceived during in vitro fertilization but not implanted in a mother’s womb.

The fertility clinics offer couples three options for embryos not implanted: 1. Destroy them; 2. Donate them to another couple, 3. Freeze and store them if the first pregnancy attempt fails or the couple later desires to give birth to more of their children.

Remember the twin boys whose father asked Congress: "Which would you kill?" The two boys, initially frozen embryos, had been implanted in Lucinda Borden, born and are now thriving members of the Borden family.

Through the Snowflakes Embryo Adoption Program couples have adopted embryos for whom fertility clinics had unsuccessfully spent five years seeking the natural parents. The agency has tens of thousands of frozen embryos exist. There are estimates of as many as 2 million infertile couples interested in having a family. Presently, most adoptions occur by couples going to other countries.

January: all legislators and judges turn to prayer when asked to make decisions regarding the right to life.
